Duck Estimates in Early December Reflect Hunter Observations During First Segment
LITTLE ROCK – The aerial survey conducted Dec. 7-10 by Arkansas Game and Fish Commission staff confirmed what many hunters had been saying and thinking during the first segment of the state’s 60-day season: The number of mallards and total ducks in the state seemed well below what they’re used to seeing at this point.
Biologists canvassing the Mississippi Alluvial Valley (the Delta), the Arkansas River Valley and southwest Arkansas estimated 632,977 total ducks, of which 255,052 were mallards. The AGFC has been conducting aerial surveys of waterfowl since 2009 and the 2020 mallard estimate was the lowest since the formal surveys began.
The Delta mallard population was less than half the 2009-2020 long-term December average of over 624,000. Similarly, total duck population estimates were about half the long-term average of over 1.17 million ducks. According to Luke Naylor, the AGFC’s waterfowl program coordinator, mallards typically account for about 53 percent of all ducks during the early December surveys, and this month’s percentage of mallards made up 40 percent of the total estimate.
The highest concentration of mallards appeared to be in the Bayou Macon, Cache River and Lower St. Francis River survey zones. “Duck density maps show several areas of relatively higher duck and mallard abundance across the Delta, but bright red hot spots are rare,” Naylor said.
Observers conducting transect-based surveys estimated 16,958 ducks in the Arkansas River Valley, including only 7,416 mallards. Cruise surveys in southwest Arkansas showed a total of 45,832 ducks, of which 12,367 were mallards.
While mallard estimates were slightly lower than average and total ducks were very much lower than average in the Arkansas River Valley, the highest mallard and total duck estimates were found in the West Dardanelle, Petit Jean and Point Remove-Plumerville survey zones. “Concentration maps highlight mallard concentration areas in the Point Remove-Plumerville survey zone and around Dardanelle Reservoir, but likely underrepresent noticeable concentrations of ducks in the waterfowl rest area at Ed Gordon Point Remove WMA,” Naylor said.
Naylor, noting those betters areas of concentration in the river valley, said, “Even so, region-wide mallard estimates were low, so concentration areas should not be interpreted as having large absolute numbers of mallards.”
Arctic goose population estimates by the biologists varied, with a lower than expected 542,131 light (lesser snow and Ross’s) geese, and about 300,000 greater white-fronted geese (specklebellies). Observers were Jason Carbaugh, Jason “Buck” Jackson, Cameron Tatom and Alex Zachary.
“Ducks were not widely scattered across the landscape, particularly in the Delta,” Naylor said. “Continued dry conditions, limited overbank flooding and relatively low amounts of flooded agricultural fields statewide make waterfowl habitat sparse. Early habitat available following October rains and cold fronts mostly left the landscape as agricultural fields dried, leaving remaining habitat almost exclusively limited to actively managed sites.”
Naylor said the aerial crew noted in some areas the lack of ducks across much of the managed habitat during the 10-day “split” between the first and second segments of the season, when there had been no hunting outside of the Dec. 5 youth, veterans and active military special statewide hunt. “Even after a week of no duck hunting, most duck concentrations were restricted to habitat that appeared not to be hunted, suggesting ducks are keeping to patterns of sanctuary use even as hunting pressure was removed. Of course, ducks have little reason to break pattern given the lack of new habitat becoming available for ducks to search.”
Arkansas still awaits a major drenching of late-fall rains, though the most recent couple of fronts passing through have helped some public areas build up a little water with creeks reaching a level to allow pumping. At George H. Dunklin Bayou Meto WMA, the Buckingham and Temple Island units are now getting water with higher nearby water to pump. According to Alex Zachary at Ed Gordon Point Remove, the WMA is now seeing 80-85 percent average coverage of water on its units, with a little more water seen in Point Remove Creek of late. Areas in northeast and east-central Arkansas, as well as some in southwest Arkansas, have improved habitat conditions in many public areas, though some are still short of 100 percent flooding.
The staff will return to the skies for the annual midwinter waterfowl survey the week of Jan. 4.
During the week of Christmas, the special permit draws application period that is usually scheduled to start each week on Thursday will be shifted to allow application on Wednesday, Dec. 23, because Christmas Eve and Christmas Day fall on Thursday-Friday. The application period for all available permit draws for next week’s hunts, including WRICE permits for two-day, all-day hunting on private land, is Thursday, Dec. 17, through midnight Sunday, Dec. 20, with permit winners notified on Monday. The season has its last break Dec. 24-25 before resuming Dec. 26 and continuing uninterrupted to its close at sunset Jan. 31.
Remember that while state and federal stamps, license, HIP and WMA General Use permit purchases are shown online, hunters must have their federal duck stamp on their possession and signed across the front, if the stamp was purchased more than 45 days ago. There is a 45-day grace period for having the federal stamp in the hunter’s possession.
Northeast Arkansas
Big Lake WMA

When the Ditch 81 extension gauge near Manila (upstream of the Big Lake north-end control structure) reads 17.5 feet, water is beginning to come over the north levee degrade on Big Lake WMA. When the Ditch 81 Extension gauge reads 18.0 feet or higher, the water level on the WMA will rise quickly and hunters should exercise caution while on the area. Be aware of underwater logs in boat runs and hangers in trees.

Habitat: Mast production is fair.

Habitat: Good production of millet and sedge. Native production is very good in the north, middle and south fields with 5 acres of millet planted in the north field. All fields were rolled with a cleated roller in April.

The six units of Cypress Bayou Red Cut Slough are available for permit-only hunting on Tuesday, Thursday, Saturday and Sunday. On Tuesday and Thursday, hunters need to pick up a permit at the parking lot and return it after the hunt. There was no huntable habitat in most of Red Cut Slough last week and therefore no permit draw for on the first two weekends. No permits were drawn for the youth weekend (Dec. 5) as well. The lake (Unit 6) is available to hunt Tuesday and Thursday by permit picked up at the parking lot. If the area receives significant rainfall, AGFC staff is hoping to pump and have some water available for the second season beginning Dec. 12.

Habitat: This unit this year contains one of the best stands of desirable native vegetation in recent years. The wooded areas inside the unit produced a below-average red oak mast crop this year.

Slaty Crossing Moist-Soil Unit
Habitat: Due to ongoing waterfowl habitat enhancement projects, this unit was not able to grow a desirable native vegetation crop this year. The area was seeded with Japanese millet after the project was completed. Only about half of the unit produced a crop of millet, but the areas that did produce look amazing.
Water Level: 80%
Blacklands Duck Area
Habitat: The wooded sections of this area produced a below-average red oak mast crop this year. This area also contains a mix of moderate to great stands of desirable native vegetation mixed throughout.

Pullen Pond Marsh
Habitat: Due to ongoing waterfowl habitat enhancement projects, parts of the northeastern sections of this area are bare ground. Other parts of this area have spotted sections of great desirable native vegetation. The desirable native vegetation has started to become more and more prevalent with each year of ongoing management work.
Water Level: 60%. The water control structures were closed at the end of October. Flooding of this area is rainfall dependent.
Pond Creek GTR
Habitat: This area produced a less-than-desirable red oak mast crop this year with good stands of desirable native vegetation in the open lands within this area.
Water Level: 5%. Flooding of this area is rainfall dependent.
Slaty GTR
Habitat: This area produced a less-than-desirable red oak mast crop this year.
