Typical Opener Expected: Recent rains and White River flooding have put water onto some public areas as waterfowl season arrives
Waterfowl season officially kicks off 30 minutes before sunrise on Saturday, Nov. 23, and the hunting forecast for The Natural State looks a lot like past November openers. A large swath of rainfall that passed through Arkansas in the past two weeks, particularly putting a big rise in the White River, was a boost to some areas especially in the northern half of the state and northeast of Little Rock, but some favored spots in southeast Arkansas like George H. Dunklin Jr. Bayou Meto Wildlife Management Area reportedly don’t have enough water for hunting.
Trey Reid, host of “Arkansas Wildlife Television” and assistant chief of the Arkansas Game and Fish Commission’s Communication Division, has hunted ducks on opening day for several decades, whether embarking out of his hometown of Pine Bluff or setting up in other parts of the Delta. He said, “That will be the story. If you have water either managed or if you caught some of this rain, you’ll probably have some ducks. But by and large, a lot of our public lands south of Interstate 40 probably don’t have a whole lot of hunting opportunities for this weekend.”
The first of three segments of the 60-day waterfowl hunt will run until sunset Dec. 2. Following the first “split,” the season picks up Dec. 10 through Dec. 23, giving way to a four-day split around Christmas. The final stretch of hunting runs Dec. 27 through Jan. 31, 2025. Ducks, coots and mergansers can be hunted along with greater white-front and Canada geese and species of lesser geese (snow, blue and Ross’s). Also, if you encounter an Egyptian goose in the wild, they may be taken now with no limit due to a change in the AGFC’s Code of Regulations.
But the biggest change in the Code for public hunters is with the legal return of mechanical decoys in all AGFC-owned WMAs, along with a Code change allowing consistency across the board in WMAs like Bayou Meto and Dave Donaldson Black River, where hunters may now carry in a full (25-shell) box of their favorite shells for hunting. All WMAs that fall under the AGFC’s Common Restriction A in the Codebook will allow 25 shots per hunter, and they all have common boating restrictions that all hunters must observe. Brett Leach, the AGFC waterfowl program coordinator, has seen encouraging signs for a good first weekend of hunting where there is some water.
“We saw a significant increase in the number of ducks across the landscape over the last couple weeks,” he said. “There have been a good number of pintail, gadwall, teal and shovelers around with increasing numbers of mallards. Those areas providing favorable resources are holding a good number of birds and have seen some large concentrations throughout the state.”
Drier conditions don’t mean you can’t hunt, though, especially if you like the taste of “specklebelly” geese, which often roost of large reservoirs before going in search of food during the day. The goose season opened for nine days on Oct. 26 and, from observations by this writer and anecdotal reports from others, Arkansas County in particular was covered up in specks (we limited on successful days Oct. 28-29 on guided hunts south of Stuttgart). Leach also heard good news on the goose front.
“Reports I received during the nine-day goose season were very good,” he said. “White-fronted goose productivity on the nesting grounds was good this year, which was pretty evident as I’ve been driving around over the last month with lots of flocks made up of young birds.”
White River flooding around Augusta and Georgetown put huntable water into Henry Gray Hurricane Lake WMA and Steve N. Wilson Raft Creek Bottoms WMA for this week, and Dave Donaldson Black River has ample water, according to biologists reporting on water conditions in the AGFC’s WMAs. When the Ditch 81 extension gauge near Manila (upstream of the Big Lake north-end control structure) reads 17.5 feet, water is beginning to come over the north levee degrade on Big Lake WMA. When the Ditch 81 Extension gauge reads 18.0 feet or higher, the water level on the WMA will rise quickly and hunters should exercise caution while on the area. Be aware of underwater logs in boat runs and hangers in trees.

As of Nov. 18, the Black River level at Corning was 9.48 feet and rising.

Saturday and Sunday hunting in Raft Creek Bottoms WMA requires participation on the online draw a week before the following weekend’s hunt. There is no online draw on Tuesdays and Thursdays, and permits are available at the boat accesses. Permits ARE required (via online application) on weekends, Tuesdays and Thursdays for the youth and mobility-impaired blinds and for the Magellan Tract. Visit agfc.com to apply for the online draw. There are designated holes for the Saturday/Sunday online permit hunt. Hunters will be assigned a hole, are allowed a hunting party of four total members, and must hunt within 150 yards of their designated hole marker (marked on maps at kiosks and physical signs at each hole).
On Friday, Nov. 8, the White River at Georgetown rose above 14 feet sending water over the rock weir and into the WMA, and the river crested at 16.57 feet. The White river also backed into the WMA flowing into the lower water control structures. Once water began flowing out on Nov. 18, boards were put in the water control structures to hold this water. Many of the units are at or near full pool. The White River gauge at Georgetown on Tuesday, Nov. 19, was 14.03 feet and falling.

The Freddie Black Choctaw Island WMA West Unit allows weekend permit hunting for youths (one adult per youth hunter); on Wednesdays, all ages may apply for a permit to hunt the blinds in the West Unit.
George H. Dunklin Jr. Bayou Meto WMA

NOTE: During the 2024-25 wintering period, all intentional flooding will be held at 178.5 feet msl, an elevation that will relieve stress on many trees such as red oaks that are showing signs of distress. Rain and increased flow into the WMA will allow water to rise above that level periodically. A good rule of thumb for comparing water levels to access into Bayou Meto: 176 feet msl – water breaking into sloughs and lower ditches; 177-177.5 feet msl – water beginning to break out of sloughs and lower ditches; 178 feet msl – water in most sloughs and ditches and entering into lower elevations in woods; 178.5 feet msl – most ditches and sloughs deep enough to boat and most boat ramps become serviceable; 179 feet msl or above – water expands to the higher elevations.
