November 14-15, Committee Meetings and Commission Meeting in Little Rock

NOTE: The beginning times for both November 2018 Arkansas Game and Fish Commission meetings will be 9:00 a.m. instead of 10:00 a.m.
The regular monthly meeting of the Arkansas Game and Fish Commission will be held beginning at 9:00 a.m. Thursday, November 15, 2018, at the Little Rock Office Complex, 2 Natural Resources Drive, Little Rock, AR 72205. At that time, regulations and business pertaining to the operation of the Game and Fish Commission and other fiscal and administrative matters will be considered and acted upon, and all interested persons are invited to attend. Additionally, Committee meetings attended by Commissioners and agency staff members will be held throughout the day on Wednesday, November 14, 2018, beginning at 9:00 a.m. at the same location, and all interested persons are invited to attend.
Items on the agenda for the November 15, 2018, meeting will include adoption of proposed regulations that previously were considered at the October 18, 2018, Commission Meeting, plus consideration of various Hunting and Fishing Regulations and regulations pertaining to the Enforcement Division of the Arkansas Game and Fish Commission, including but not limited to:
Aquatic Turtle Regulations – Amend existing aquatic turtle regulations including, but not limited to:
- Amend regulation requirements for certain aquatic turtle permits applicable to wild-caught turtles, and restrict the combined number of Aquatic Turtle Dealer Permits and Aquatic Turtle Harvester Permit to no more than 150 permits total per year for the period from January 1, 2019 to December 31, 2021;
- Amend code for commercial aquatic turtle harvest restrictions to prohibit possession of commercial aquatic turtle harvest gear in closed waters; modify the list of counties and description of the areas of the Arkansas River where commercial aquatic turtle harvest is allowed; modify the exceptions listing waters that are closed to commercial aquatic turtle harvest (including closure of the Gulf Coastal Plain and the St. Francis River in Greene and Clay counties to commercial aquatic turtle harvest); and add to the penalty provision that conviction for a second offense shall result in revocation of the aquatic turtle permit;
- Amend code for aquatic turtle transaction and reporting requirements to require submission of at least one harvest report form per year in order to be eligible to renew a Commercial Aquatic Turtle Harvester Permit or Aquatic Turtle Dealer Permit; and
- Amend existing codes prohibiting importation or take of certain aquatic turtle species to include prohibition of import or take of Razorback Musk Turtles.
All persons wishing to be heard on these subjects should submit comments in writing to this office before the start of the November 15, 2018, meeting (preferably by 4:30 p.m. on the day before). Any request to make an oral presentation at the meeting should be submitted in writing to this office on or before November 5, 2018.
