Permit Applications and Private Land Permits

Public Land
Elk Zone 1, 2, 3 or 4 Permits

Elk Zone 1, 2, 3 and 4 permits are available to Arkansas residents and LSP holders only. A total of 25 permits will be drawn June 27 in Jasper. Two permits will be reserved for a youth under 16 years of age to hunt in zone 3. Youths under 16 (as of May 1, 2009) applying for an elk hunt will automatically be entered into this drawing. Youths not selected for the special youth permit may still be drawn for one of the other permits. There is no application fee.

Two additional permits were auctioned by the Rocky Mountain Elk Foundation in March for fundraising purposes. The majority of funds raised from this sale are returned to AGFC for use in elk management.

Individual hunters hunting elk in elk zones 1, 2, 3 or 4 are restricted to one elk permit per year. Permitees will be notified by phone or mail and will receive an information packet that will be mailed after the drawing. 

Hunters will be required to attend an elk hunting orientation and training session held the day before the opening of the September and the December hunts.

Private Land
Elk Zone 4, A or B Permits

For resident and nonresident hunters. Applicants must provide either a driver’s license number or a Social Security number. Hunters under 16 (as of May 1, 2009) must supply a valid hunter education number in order to apply for a permit. Applications must include an elk Zone 4, A or B landowner name, signature, address, phone number, range, township and section; and a $35 application fee. Only one application per hunter for a private land permit will be accepted. Applicants  may not apply for more than one private land zone.

Landowners will be contacted to verify an applicant’s eligibility. Hunters will receive an information packet with their permit. Completed applications must be postmarked on or before July 15, 2009.

Two landowners on the Zone 4 application and three landowners on the Zone B application will be selected for an either-sex permit (bull or antlerless). Landowners selected will determine the permit assignments and must assign the permit to a hunter and notify the AGFC within five days. Failure to notify AGFC will result in the permit being reassigned to a different landowner.

License Requirements

Arkansas residents 16 years or older will be required to have a valid Resident Sportsman’s License if drawn for an elk permit.  Nonresidents will be required to have either a valid Nonresident Annual All Game, Nonresident 5 Day All Game or a Nonresident 3 Day All Game Hunting License and may apply only for the private land Zone 4, Zone A or Zone B elk permit.

Holders of the $1,000 Lifetime Sportsman’s Permit (LSP), regardless of state of residency, are also eligible to apply for any elk permit. Please include the LSP number on the application or notify the AGFC if an LSP holder is applying with an out of state address.

Please note: Hunters under 16 (as of May 1, 2009) must supply a valid Hunter Education Number in order to apply for a permit. For information about Hunter Education classes, call (800) 482-5795.  Duplicate, illegible or incomplete applications will not be processed. Applicants who have accumulated 12 violation points in a three year period, in the Commission’s point system for hunting and fishing violations, are ineligible to apply and will be disqualified.

Live Application and Permit Draw

Applications will be taken from 1 p.m. to 5 p.m. on Friday, June 26 and 9 a.m. to 2 p.m. on Saturday, June 27 at the Buffalo River Elk Festival in Jasper. One bull permit for the December elk hunt will be drawn. Applications are limited to one per hunter and all applicants must provide a valid Arkansas driver’s license, Arkansas issued photo identification card or, if under 16, Hunter’s Education Card. Any hunter with 12 or more violation points will be disqualified from this draw.

The draw will take place at 4 p.m. on Saturday, June 27 at the Buffalo River Elk Festival. Applicants MUST be present at the time of draw to receive the permit.

Bull, Antlerless or Either-Sex Permits

A legal bull is an elk having a minimum of one antler visible above the hairline. With an antlerless permit, any elk that does not meet the definition of a legal bull may be taken. With an either-sex permit, any elk may be taken.

Permit

A permit is required to hunt elk in Arkansas.  The application period is May 1-31, 2009 for both the September and December hunts.

Hunter Education  

Hunters born after 1968 must carry a valid Hunter Education card.
